The strongest triggers: question phrasing ('how to,' 'what is,' 'why does'), comparison queries, multi-part queries, and emerging topics where there is no obvious authoritative single source.
It does NOT trigger reliably on transactional queries ('buy X,' '[brand] login,' navigational), local queries with map intent, or news-of-the-moment.
